The Re_Start Scampia project, whose construction began in 2024, is located in the northern area of Naples, within the Scampia district, in an urban context strongly shaped by the presence of the historic Vele—the residential complex built between the 1960s and 1970s to a design by architect Francesco Di Salvo. Conceived as a response to the housing crisis of the time, the Vele interpreted the theories of Le Corbusier’s Unités d’Habitation and Kenzo Tange’s “megastructure” concepts, aiming to recreate the social life of Naples’ traditional alleyways through elevated walkways and suspended circulation paths. Their configuration—two triangular blocks set side by side and separated by a central void—remains a recognizable urban landmark, despite the degradation that has marked their history.
A New Chapter for Scampia’s Urban Identity
With a total investment of €72,000,000, the Re_Start Scampia project continues and completes the demolition plan initiated in previous years, providing for the demolition of the Yellow and Red Vele and the redevelopment of the Blue Vela, the only residential building to be preserved in order to retain the historical memory of the neighborhood. Covering a total area of 22,875 m², the intervention is part of a broader strategy for the regeneration of Naples’ northern periphery, aimed at restoring housing quality, services, and identity to one of the city’s most symbolic areas.
The building program includes the construction of four new residential buildings, comprising a total of 145 apartments distributed across two separate lots. As a public housing project, the design prioritizes durable and low-maintenance materials while maintaining a high level of architectural quality.
Re_Start Scampia thus represents a complex and strategic urban regeneration initiative, capable of combining memory, transformation, and quality of living, and contributing to the renewal of one of Naples’ most emblematic neighborhoods.
